Without naming Israel, the United Arab Emirates' (UAE) foreign ministry expressed “deep concern” over the ongoing tensions. Similarly, Saudi Arabia, a significant regional power and a traditional adversary of Iran, denounced the “military targeting” of Iran as a violation of its sovereignty and contrary to international law, as reported by the Saudi Press Agency (SPA).

Qatar and Kuwait also condemned the Israeli strikes, while Egypt voiced serious concern regarding the potential for escalating tensions.

Diplomatic shifts: Gulf Arab states, such as Saudi Arabia and the UAE—both major oil producers—have recently adjusted their foreign policies toward conflict resolution to protect their economic interests, leading to improved relations with former adversaries like Iran. Anwar Gargash, the UAE’s presidential diplomatic adviser, stated on X that the region requires a new approach favoring diplomacy and political solutions to reduce confrontations and enhance dialogue.

Historically, nations in the Middle East have viewed Iran as a primary adversary but have recently engaged in significant diplomatic efforts prior to the Israeli strikes. Iran’s foreign minister, Abbas Araghchi, has traveled throughout the region for discussions with various leaders, claiming to have received assurances from several countries that their airspace would not be used by Israel for the strikes.
